Procédures de Confinement Spéciales

La branche japonaise de la Fondation est en charge de la coordination avec l'Autorité Péninsulaire Japonaise et la Commission Continentale afin de dissimuler les manifestations des instances de SCP-6815 sous le mandat Ichiyō ("Uniformité") de 1910.

Les rapports de "lanternes flottantes" doivent être vérifiés et surveillés, tandis que les éléments d'un Évènement Mezame, tels que des "pagodes", des "créatures mythiques" et des "danses florales", doivent faire l'objet d'enquêtes du fait qu'elles précèdent une manifestation de masse de SCP-6815.

Confomément au Mandat Ichiyō, SCP-6815 doit être neutralisé. La FIM Oméga-10 ("Brigade de Conformité") doit utiliser des drones et des filets afin de capturer chaque instance de SCP-6815. Des spécimens sélectionnés doivent être analysés par les Départements de Linguistique et d'Histoire, en particulier les marquages actuellement incompréhensibles sur leur extérieur.

Description

SCP-6815 désigne les manifestations récurrentes de 100 à 1 000 lanternes flottantes en papier mûrier à Chōsen, également connue en tant que péninsule Japonaise. SCP-6815 se produit dans les villes de Heijō et Keijō, ainsi que dans d'autres zones des provinces de Kogen, Keishō, Kōkai, et Heian. Les instances de SCP-6815 se manifestent principalement durant les deux premières semaines de novembre, en particulier le 3 novembre, le Jour de la Culture au Japon.

SCP-6815 induit les effets suivants chez 61 pour cent des témoins :

1. Vitalité et optimisme augmentés.
2. Sentiments de camaraderie et d'affection filiale intensifiés.
3. Sensations de nostalgie et de saudade¹ renforcées.
4. Tendance augmentée à se rebeller contre les édits des autorités péninsulaires.

Les instances de SCP-6815 sont remplies de photographies d'individus et de sujets incohérentes avec les archives du Département d'Histoire, ainsi que des cartes erronées dépeignant la péninsule Japonaise. Si celles-ci devaient être publiées, les altérations historiques pourraient menacer les anciennes fondations sociétales de la société péninsulaire, conformément au Mandat Ichiyō.

Avant la manifestation de SCP-6815, les témoins ont rapporté la série d'évènements suivante, collectivement désignés Évènement Mezame :

Les structures se manifestant durant un Évènement Mezame.

1. Trente minutes avant un évènement SCP-6815, de la musique ressemblant à des morceaux joués par des cithares, des luths, et des tubes de bambou émane dans la zone. La loi péninsulaire a implémenté des clauses quant à ce type de performance.
2. Des pagodes de papier-mâché, dont la hauteur va de deux à 11 mètres, se manifestent dans les rues, accompagnées de percussions signalant leur apparition.
3. Les rues sont ensuite couvertes d'un tapis rouge. Les tentatives de l'enlever échouent.
4. Ensuite, de 10 à 16 entités humanoïdes, vêtues de tenues à multiples couches à motifs rouges et jaunes, se manifestent et forment une file, avançant lentement vers un vase rempli de pivoines en papier-mâché avant de l'entourer. De petits pots de fleurs servent de chapeau à ces entités. Elles dansent dans le voisinage du vase en faisant des mouvements de vagues avec leurs bras, en tenant des tiges de pivoines.
5. Après cela, des entités de deux mètres de haut sur des échasses se manifestent, portant des percussions. Plusieurs structures en forme de pagode se déplacent ensuite sur des roues, accompagnées de performances de percussions plus bruyantes émanant des entités.
6. Aux côtés de ces pagodes, des entités ressemblant à un mélange de lions et de chiens de garde, à des kitsunes ou renards à neuf queues, et à des dragons accompagnent la parade.
7. Simultanément, des chants dans une langue non identifiée, potentiellement japonique ou un isolat linguistique, peuvent être entendus dans la zone.²
8. Après cela, de 100 à 10 000 entités humanoïdes, avec des visages noirs lisses et des tenues allant de vêtements continentaux du 14^ème siècle à des uniformes de service d'hiver, apparaissent alors.
9. Cinq minutes avant la manifestation des instances de SCP-6815, une sculpture de pierre de 10 mètres de haut représentant un tigre de Sibérie (P. tigris) saute alors de la plus haute pagode, émettant un rugissement enregistré à 130 décibels.
10. Toutes les entités impliquées dans un Évènement Mezame implosent simultanément en bandes de papier coloré et en instances de SCP-6815.
11. Une voix masculine non identifiée crie alors en japonais, "Souvenez-vous de notre esprit !", suivie d'une déclaration dans une langue indéterminée.

Opération HINODE

Rational de l'Opération HINODE

Des lanternes préparées par la Fondation pendant le Festival des Lanternes de Keijō.

L'augmentation de la fréquence et de l'intensité de SCP-6815 a rendu son confinement impossible. La branche japonaise de la Fondation court le risque d'une instabilité sociétale issue d'un soulèvement nationaliste à travers la péninsule. L'Opération HINODE a été lancée pour y répondre.

SCP-6815 a une valeur intégratrice et culturelle, particulièrement en ce qui concerne le patriotisme et le respect de la tradition japonaise. Tandis que SCP-6815 induit actuellement un niveau de défiance contre la société péninsulaire, ainsi qu'un manque de confiance chez les japonais de la péninsule, modifier la perception publique des lanternes flottantes peut satisfaire les protocoles de confinement et les lignes directrices exposées dans le Mandat Ichiyō.

Le Département de Propagande de la Fondation est chargé de promouvoir SCP-6815 et les festivals de lanternes en général comme une tradition initiée par l'Empereur japonais Daigo (897-930 ap. J.C.) afin de promouvoir le Shinto et la lutte des japonais natifs de la péninsule, en particulier les résidents de l'ancien état de Mimana, contre les envahisseurs du continent, tels que les Mandchous.³

Ainsi, il peut symboliser la fierté de la présence continuelle sur la péninsule Japonaise depuis les temps anciens. Toutefois, cette tradition aurait décliné au début du 19^ème siècle en raison de fractures sociétales et de l'infiltration des idéaux occidentaux au Japon insulaire et péninsulaire. De ce fait, l'activité de l'Opération HINODE concernant SCP-6815 est un renouveau de la culture japonaise.

Le personnel et les planificateurs impliqués dans l'Opération HINODE suivront une série annuelle de festivals de lanternes en novembre et des expositions municipales concentrées à Keijō, Heijō, et Shinshū⁴. Cela coïncidera avec les manifestations de SCP-6815 afin de tirer profit de ses propriétés. Pendant ce temps, les autorités péninsulaires intensifieront les enquêtes, les raids, et les recherches pour le matériel, le personnel, et les objets indiquant une incohérence avec la culture péninsulaire.

L'Autorité Péninsulaire et la Commission Continentale partagent la compétence de l'Opération HINODE aux côtés de la Fondation. Pour conclure, l'Opération HINODE servira les buts de normalité désirés par la Fondation dans la péninsule Japonaise.

En 2020, l'Opération HINODE a connu un succès considérable, les enquêtes d'opinion indiquant que 89 pour cent de 1 300 répondants, avec une marge d'erreur de trois pour cent, ont déclaré avoir une opinion hautement favorable de la fierté japonaise et du respect pour la tradition péninsulaire. Dans le même temps, l'intérieur des instances de SCP-6815 contient désormais des cartes correctes de la péninsule, ainsi que des photos cohérentes avec la vie japonaise.
